It is confirmed by Bethesda that Fallout 76 beta will first be accessible to players who pre-ordered the game.
The beta FAQ which is available on the official site, stated Xbox One players will get to try out the new game first. Microsoft probably had offered a deal to Bethesda for a limited-timed Xbox exclusivity for Fallout 76.
On a separate note, the Fallout 76 limited collector’s edition comes with a full-scale, wearable T-51 Power Armor helmet along with Bethesda Game Studios’ newest game and extra goodies.

The Fallout 76 beta will be available on PC and PlayStation 4 at a later date. Fallout 76 will launch on November 14 to all platforms, on PC, PlayStation 4, and Xbox One.
